Plumas moves to the purple tier; community spread occurring - Plumas County Newspapers

The announcement from the California Department of Public Health that Plumas County is being moved into the purple and most restrictive tier effective Nov. 29 comes as no surprise. The county has been experiencing a steady increase in cases over the past month. As of yesterday, there were 211 cases, with more than 150 of those cases occurring within the last two months, and positive cases continuing to increase daily.

According to the Public Health Agency, “The county now has community spread of COVID-19 as defined by the World Health Organization (WHO) in that we have ‘multiple unrelated clusters in several areas’ and many cases where it is impossible to determine the origin of transmission.”

The data used by California Department of Public Health (CDPH) used a four-day lag. CDPH will be running data again on Monday, Nov. 30,  for tier assignment and posting on Tuesday, Dec. 1. The state’s plan and goal are to return to a 7-day lag with data assessment on Monday, Nov. 30.

Some of the changes related to the Purple Tier are as follows:

  • Retail: Open Indoors with modifications: Max 25% capacity (Does not apply to grocery stores)
  • Places of Worship: Outdoor Only with modifications
  • Gyms/ Fitness Center: Outdoor Only with modifications
  • Restaurants: Outdoor Only with modifications, Takeout/ Delivery allowed
  • Personal Care Services: Open Indoors with Modification
  • School’s may not re-open: If schools are already open then they may remain open. If schools are out on holiday break and never shut down for in-person learning then they can resume school after the holiday break.
  • Curfew advisory for residents: From 10 p.m. until 5 a.m. effective until Dec. 21: Residents can go out for essential services such as the grocery store, to walk their pets, or to go to work.For a full list of sectors and current industry guidance you can go to the state’s website at

    In order for Plumas County to move back to the Red Tier, or any less restrictive tier, it must remain in the Purple Tier for three weeks and demonstrate for two weeks an improvement of data metrics. According to Public Health, “This is the time for Plumas County to come together regardless of our differences and place our loved ones and our community first by practicing mitigating precautions in order to slow the spread of COVID-19. Wearing face coverings while in public places or while interacting with others not in your household, frequent hand washing, physical distancing and avoiding social gatherings with those not from your household will all help slow the spread of COVID-19. Thank you, Plumas County, for your continued patience and commitment to slowing the spread and saving lives.”
